Bring water to a boil with ginger, cardamom, cinnamon, cloves, and peppercorns.
Simmer 3 minutes to extract spice flavors.
Add black tea. Simmer 1 minute.
Add milk and sugar. Bring back to a simmer.
Simmer 3–4 minutes, stirring, until chai is fragrant and slightly reduced.
Strain through a fine sieve into cups.
Serve hot.
