If using dried chickpeas, cook until very soft (about 1.5 hours). Reserve cooking liquid.
Add warm chickpeas to a food processor. Process for 1 minute until crumbly.
Add tahini, lemon juice, garlic, cumin, and salt. Process 1 minute.
With the motor running, add ice-cold water 1 tbsp at a time until hummus is very smooth and creamy. This takes 3-5 minutes of processing.
Taste and adjust seasoning — it should be tangy, garlicky, and nutty.
Spread in a bowl, make a well in the center, drizzle with olive oil, and dust with paprika and parsley.
