Combine lime juice, orange juice, garlic, cumin, chili powder, and paprika in a bowl. Season steak with salt and pepper, then pour marinade over. Marinate 30 minutes to 2 hours.
Heat a cast-iron griddle or grill over very high heat until smoking.
Remove steak from marinade and pat dry. Grill 3-4 minutes per side for medium-rare. Let rest 5 minutes.
Slice steak very thinly against the grain, then chop into small pieces.
Warm tortillas directly over a gas flame or in a dry skillet for 30 seconds per side.
Double up tortillas, add steak, top with diced onion and cilantro. Serve with lime wedges and salsa.
