Make dough: bring water, sugar, and salt to a boil. Add flour all at once. Stir vigorously until a smooth dough forms.
Transfer to a piping bag with a star tip.
Heat oil to 180°C. Pipe 15cm lengths into the oil. Fry 3–4 minutes until golden.
Drain and immediately roll in cinnamon sugar.
Make chocolate sauce: heat milk, add cornstarch and sugar, whisk until thick. Add chocolate and stir until melted.
Serve churros immediately with warm chocolate sauce for dipping.
